The History of La Gaviota and when it was built is a part of the history of Panama. It was completed in 1983 which is the year that Manuel Noriega became the de facto ruler of Panama. The economy of Panama was in a rebound starting in 1980-1982. In 1983 just as La Gaviota was completed Panama's economy was slowing down and the national debt started to increase. So this building marks the end of an era and the beginning of a time of change in Panama. But La Gaviota was built well during a time that Panama was using US construction standards and was built as one of the new luxury buildings of the time on the newly developing Panama City waterfront. La Gaviota has withstood the test of time it is now sitting in one of the most desirable locations in Panama City, surrounded by tall luxury buildings that overlook the bay of Panama.
